Safe Mode Issues..Boot failure?

So i got this problem with security tool and my goal of course is to fix everything in safe mode. I successfully got it to boot in safe mode but it never finishes the boot session. I choose to run it in safe mode then it sits there with "safe mode" in all four corners of the screen and "Microsoft (R) Windows XP (R) (Build 2600.xpsp_sp3_gdr.080814=1236: Service Pack 3)" at the top middle. It has the backlight on and I can move my mouse and everything but it doesn't budge.
