What's the name of this PS 2 game?

In a game from Play Station 2, there is this guy and a dog who go around killing bad guys, the guy has guns and throws fire extinguisher containers and then he shoots at them so they explode. and he sends the dog to kill enemies too. I think the name of the dog is shadow, but then again i could be wrong.
