Is hijab obligatory?????????

wel...i've seen people wearing hijab on top of their "TIGHT FITTED" clothes....itso tight...and is so shaped that ur body line is seen clearly....dsnt ISLAM tell one to cover modestly ???i dnt think ther is any need to wear hijab after wearing such tight clothes!!!.it looks so awkward....rather than ...isnt it best to dress modestly??
