How good and popular would Scott Hall have been in the WWF in the mid 80s?

Scott Hall, complete with a look that just saw him walk right out of a 70s flick with Christy Canyon, was very popular in the AWA as a face in the mid 80s. He seemed to have all the tools to be something big. Had he been in the WWF at this time instead of the AWA and as Razor Ramon years later, would Vince have pushed him?
