Could a body wave make my hair look like Julianne Houghs?

Hi! I'm kinda confused what a body wave does. I know it makes it sort of wavy... I want my hair to look like Julianne Hough's hair, would a body wave do it? I'm kind of scared of perms!! My hair is long, blonde, and straight. Think it would work?
